From October 2017 to June 2019 Matthew was the citizens’ speaker for the committee to develop the formal guidelines for citizen participation in urban development (Leitlinien für Beteiligung von Bürgerinnen und Bürgern an der Stadtentwicklung).
The 24-person committee met every month for two years. Supported by nexus GmbH – Institut für Kooperationsmanagement und interdisziplinäre Forschung and Planergemeinschaft für Stadt und Raum eG, the committee developed the guidelines and held a series of public workshops to gather input from citizens, later communicating the results.
The guidelines were adopted by the Berlin Senate in September 2019.
